Cyrilic encoding windows-1251 .... i have a problem with them

Hello, i am Nikola. I have much problems with encoding pages. I try to put tag <meta http-equiv="Content-Type" content="text/html; charset=windows-1251" /> before pages but no effective! How can i fix this problem. I'm from Bulgaria! :))) and i am newbie in this sphere :P. And my English is under critique... sorry for that! Thank you every one who make help me :). C ya

phpBMS only uses UTF-8 encoding and does not support Cyrillic characters. Additionally, this sort of question is best mean for the forums.
